ਦੇਸ਼ ਦਾ ਸੰਵਿਧਾਨ ਵੀ ਆਪਣਾ ਨਹੀਂ ਹੈ। ਇਹ ਸੰਵਿਧਾਨ ਸਮਾਜ ਤੇ ਕਾਬਜ਼ ਓਪਰੀ ਢਾਂਚੇ ਨੇ ਅਨੇਕ ਦੇਸ਼ਾਂ ਦੀ ਨਕਲ ਕਰਵਾ ਕੇ ਦੇਸ਼ ਦੇ ਰਾਜਨੀਤਕ ਨੁਮਾਇੰਦਿਆਂ ਤੋਂ ਲਿਖਵਾਇਆ ਤੇ ਸਵਿਕਾਰ ਕਰਵਾਇਆ। ਜ਼ਰੂਰਤ ਤਾਂ ਇਹ ਸੀ ਕਿ ਭਾਰਤੀ ਸੰਵਿਧਾਨ ਗੀਤਾ, ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜਾਂ ਕੁਰਾਨ ਤੇ ਹੋਰ ਸ਼ਕਤੀਸ਼ਾਲੀ ਸ਼ਾਂਤੀ ਪ੍ਰਿਆ ਅਸੂਲਾਂ ਤੇ ਅਧਾਰਤ ਕੀਤਾ ਜਾਂਦਾ। ਲੇਕਿਨ ਆਪਣੇ ਗ੍ਰੰਥਾਂ, ਰਸਮਾਂ-ਰਿਵਾਜਾਂ ਅਤੇ ਸ਼ਾਸਨ ਦੇ ਢੰਗਾਂ ਨੂੰ ਜੋ ਇਥੋਂ ਦੀ ਸਮਾਜਿਕ, ਭੂਗੋਲਿਕ ਤੇ ਅਰਥ ਵਿਵਸਥਾ ਦੇ ਅਨੁਕੂਲ ਸਨ, ਨੂੰ ਕਿਸੇ ਨੇ ਵੀ ਘੋਖਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਨਾ ਕੀਤੀ। ਇੰਗਲੈਡ ਦੇ ਅਣਲਿਖੇ ਸੰਵਿਧਾਨ ਤੇ ਰੀਤੀ-ਰਿਵਾਜ਼ਾਂ ਦਾ ਖਰੜਾ, ਸਵਿਟਜ਼ਰਲੈਂਡ, ਰੂਸ , ਜਾਪਾਨ, ਅਮਰੀਕਾ ਅਤੇ (1) ਫਰਾਂਸ ਆਦਿ ਦੇਸ਼ਾਂ ਦਾ ਸੰਵਿਧਾਨ ਤੋਂ ਇਕੋ ਜਿਹੀ ਨਕਲ ਕਰਨੀ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ। ਭਲਾ ਐਸਾ ਸੰਵਿਧਾਨ ਇਸ ਦੇਸ਼ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਅਤੇ ਰਾਸ਼ਟਰੀ ਏਕਤਾ ਤੇ ਅਖੰਡਤਾ ਨੂੰ ਕਿਵੇਂ ਸੁਲਝਾ ਸਕੇ। ਇਸ ਦੇਸ਼ ਅੰਦਰ ਵੱਸਦੇ ਵੱਖ-ਵੱਖ ਧਰਮਾਂ , ਜ਼ਾਤਾਂ ,ਰੰਗਾਂ, ਲਿੰਗ ਅਤੇ ਇਲਾਕਿਆਂ ਦੇ ਲੋਕਾਂ ਨੂੰ ਕਿਵੇਂ ਇਕੱਠਾ ਰੱਖ ਪਾਏ? ਓਪਰੀ ਢਾਂਚਾ ਸੰਵਿਧਾਨਿਕ ਸੋਧਾਂ ਤੇ ਜ਼ੋਰ ਤਾਂ ਦੇਈ ਰੱਖਦਾ ਹੈ ਪਰ ਸੰਵਿਧਾਨ ਨੂੰ ਭਾਰਤੀ ਸਮਾਜ, ਸਭਿਆਚਾਰ ਅਤੇ ਆਰਥਿਕ ਜ਼ਰੂਰਤਾਂ ਅਨੁਸਾਰ ਮੁੜ ਤੋਂ ਲਿਖਣ ਲਈ ਤਿਆਰ ਨਹੀਂ। ਭਾਰਤ ਅੰਦਰ ਧਰਮ ਰਾਸ਼ਟਰੀ ਏਕਤਾ ਅਤੇ ਮਾਨਵ-ਏਕਤਾ ਦੇ ਪ੍ਰਤੀਕ ਸਨ। ਬ੍ਰਾਹਮਣੀ ਰੀਤੀ ਰਿਵਾਜ਼ ਅਤੇ ਭੇਖ ਨਹੀਂ (2) ਦਰਅਸਲ ਗੀਤਾ, ਬੁੱਧ ਤੇ ਜੈਨ ਸਿੱਖਿਆਵਾਂ ਅਤੇ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਮਨੁੱਖੀ ਏਕਤਾ, ਭਾਈਚਾਰਕ ਸਾਂਝ, ਸਮਾਜਿਕ ਬਰਾਬਰੀ ਅਤੇ ਸਾਵੇਂ ਪੱਧਰੇ ਵਿਕਾਸ ਦੇ ਮਹਾਨ ਅਲੰਬਰਦਾਰ ਹਨ। ਇਹਨਾਂ ਦੀਆਂ ਸਿੱਖਿਆਵਾਂ ਸਮੁੱਚੇ ਰਾਸ਼ਟਰ ਲਈ ਰਾਹ-ਵਿਖਾਊ ਹਨ। ਇਹ ਸਮਾਜ ਤੋੜਨ ਨਹੀਂ ਹਮੇਸ਼ਾਂ ਜੋੜਨ ਵਿਚ ਸਹਾਈ ਹੁੰਦੀਆਂ ਹਨ। (250 ਸ਼ਬਦ)
ਸੁਭਾਅ ਜਿਵੇਂ ਬਣਦੇ ਤੇ ਢਲਦੇ ਹਨ ਸਦਾ ਉਸ ਤਰ੍ਹਾਂ ਦੇ ਰਹਿੰਦੇ ਹਨ। ਇਹ ਗੱਲ ਵੱਖਰੀ ਹੈ ਕਿ ਮਨੁੱਖ ਉਤੇ ਵਾਪਰੀਆਂ ਬਹੁਤ ਨੇੜੇ ਦੀਆਂ ਕੁਝ ਘਟਨਾਵਾਂ ਕਦੀ-ਕਦੀ ਉਸਨੂੰ ਵਧੇਰੇ ਬਲਵਾਨ ਤੇ ਕਦੀ ਵਧੇਰੇ ਨਿਰਾਸ਼ ਜਾਂ ਉਲਾਰ ਕਰ ਦਿੰਦੀਆਂ ਹਨ। ਪਰ ਜਦੋਂ ਵੀ ਅਜਿਹੀਆਂ ਸਥਿਤੀਆਂ ਅਲੋਪ ਹੋ ਜਾਂਦੀਆਂ ਹਨ ਤਾਂ ਮਨੁੱਖ ਫੇਰ ਆਪਣੇ ਅਸਲੀ ਆਪੇ ਵਿਚ ਆ ਜਾਂਦਾ ਹੈ। ਹਰਿਆਣਾ ਕਾਂਡ ਵਾਲੀ ਘਟਨਾ ਨੇ ਸਿੱਧ ਕਰ ਦਿੱਤਾ ਹੈ ਕਿ ਪੰਜਾਬ ਦੇ ਵਸਨੀਕ ਭਾਵੇਂ ਉਹ ਕਿਸੇ ਵੀ ਫਿਰਕੇ ਜਾਂ ਜਾਤੀ ਨਾਲ ਸਬੰਧ ਰੱਖਦੇ ਹੋਣ ਜਦੋਂ ਆਪਣਾ ਅਸਲੀ ਰੂਪ ਧਾਰਦੇ ਹਨ ਤਾਂ ਇਸਦਾ ਪ੍ਰਗਟਾਵਾ ਵੀ ਅਸਲੀ ਹੀ ਹੁੰਦਾ ਹੈ। (1) ਪੰਜਾਬ ਵਿਚ ਕੁਝ ਸਮਾਂ ਹਾਲਾਤ ਦੇ ਵਿਗੜੇ ਰਹਿਣ ਕਾਰਨ ਪੰਜਾਬੀ ਭਾਈਚਾਰੇ ਦੇ ਕੁਝ ਅੰਸ਼ ਆਪਣਾ ਆਪਾ ਗਵਾ ਬੈਠੇ ਸਨ ਪਰ ਹੁਣ ਜਦੋਂ ਹਾਲਾਤ ਸੁਧਰਦੇ ਦਿਖਾਈ ਦੇ ਰਹੇ ਹਨ ਤਾਂ ਉਹ ਆਪਣੇ ਮੂਲ ਨੂੰ ਪਛਾਣਨ ਦੇ ਸਮੱਰਥ ਹੋ ਗਏ ਹਨ। ਚੰਗਾ ਖਾਣਾ ਚੰਗਾ ਪਹਿਨਣਾ ਤੇ ਮੜਕ ਨਾਲ ਜਿਊਣਾ ਪੰਜਾਬੀ ਸੁਭਾਅ ਦੇ ਮੁੱਖ ਲੱਛਣ ਹਨ। ਇਸ ਦਾ ਮੂਲ ਕਾਰਨ ਹਿਮਾਲੀਆਂ ਤੋਂ ਆਏ ਧਾੜਵੀ ਤੇ ਹਮਲਾਵਰ ਵੀ ਹੋ ਸਕਦੇ ਹਨ ਜਿਨ੍ਹਾਂ ਨੇ ਪੰਜਾਬੀਆਂ ਨੂੰ ਖਾਧਾ ਪੀਤਾ ਲਾਹੇ ਦਾ ਰਹਿੰਦਾ ਅਹਿਮਦ ਸ਼ਾਹੇ ਦਾ ਵਾਲਾ ਦ੍ਰਿਸ਼ਟੀਕੋਣ ਦਿੱਤਾ। ਪੰਜਾਬ ਦੇ ਪੌਣ ਪਾਣੀ ਦਰਿਆਵਾਂ ਅਤੇ ਪਹਾੜਾਂ ਦੀ ਹੋਂਦ ਤੋਂ ਪ੍ਰਾਪਤ ਹੋਏ ਨਿੱਘ ਤੇ ਸਾਹਸ (2) ਦਾ ਵੀ ਇਸ ਵਿਚ ਕਾਫੀ ਹੱਥ ਹੈ। ਕਾਬਲ ਦੇ ਜੰਮਿਆਂ ਵਾਂਗ ਪੰਜਾਬੀਆਂ ਨੂੰ ਨਿੱਤ ਮੁਹਿੰਮਾਂ ਦਾ ਸ਼ਿਕਾਰ ਰਹੇ ਹੋਣ ਕਾਰਨ ਜਿੱਤ ਹਾਰ ਦੇ ਦੋਹਾਂ ਪੱਖਾਂ ਦਾ ਦੇਸ਼ ਦੇ ਹੋਰਨਾ ਵਸਨੀਕਾਂ ਨਾਲੋਂ ਵਧੇਰੇ ਅਨੁਭਵ ਹੈ। ਹਾਰ ਦੀ ਸਥਿਤੀ ਵਿਚ ਹੌਸਲਾ ਤਾਂ ਨਹੀਂ ਹਾਰਦੇ ਪਰ ਤਾਲੋਂ-ਬੇਤਾਲ ਹੋ ਜਾਂਦੇ ਹਨ। (250 ਸ਼ਬਦ)

Friends, I should like, at the
outset, to thank you for the honour you have I done me in asking me to preside
over the Golden Jubilee Celebrations of your Chamber. Since it was set up fifty
years ago, the chamber has played an important role in economic and [1]
industrial development of the State and I should like to pay my tribute to the
valuable services rendered by it during this time. Much waste has flowed under
bridge since your chamber came into existence half a century ago. It started in
a simple way with its activities [2] and at that time the emphasis in the work
of Chamber of Commerce was more on the trading and commercial side than on the
industrial side. Nevertheless we are grateful to the spirit of the State
Government in those days when they started a scheme. Our opportunities for [3] further
advance have been greatly widened after independence. Reorganization of the

country now also has the benefit of planned development which was something not
